When i find a new GC that I would like to start working with, I’ll drive by their office, drop off some donuts and coffee and introduce myself as well as leaving a business card and a small pamphlet going over what we specialize in.
This applies for both commercial and new residential, started doing this and client relationships have never been better, just landed a 200 units apartment complex scheduled to start in 3 months from now!
You have to remember that not a lot of people are willing to take the step to start their own business, also like you mentioned they don’t have the same passion as you do.

I suggest implementing employee evaluations, this way you can justify giving or not giving someone a raise, and pin pointing their strengths and weaknesses without coming across as demanding or unfair

I’d start off with a warning or a talk, have HR present, have them sign a sheet where they agree on what has been spoken and that they’ll work on fixing these issues. Could be some keypoint areas you want to cover, go over them, explain them, and have them sign it at the end of the meeting. 3-strike rule in my opinion, also depends on what state you’re in.
