The issue with shoe manufacturing is that its extremely costly because of the size ranges + the Minimum quantities you have to order. It also takes up a ton of space.
Recommendation: Hand make your shoes until you can’t keep up with the demand.

refine your prototype until you’re sure your target market wants to buy them. Then find a manufacturing partner once you research the supply chain and volume you’re capable of producing with the funds you have. depending on where you live, seek resources/programs available to new start ups.
