Unless every charge is a nice round number like $100, where change is never necessary, the business should have change if they only accept cash. I’d give them a pass on carrying change if they also accept cards, PayPal, etc.

I’d look at how critical she is for your business going forward. For people who are too important to lose, you should give more consideration to their requests, even if it costs you unfairly in the short term.
