The problem with something like this is if you have any success at all the big players Uber and Lyft would smash you. They could easily (relative to starting a new company) spin this up as an additional option in their app.

I would assume they have considered this and its not cost effective. Maybe you can get lucky and build it for them and they throw tons of cash at you.
