The SBA has a free primer on its website. It lists 10 steps, with each step broken down into various components. https://www.sba.gov/business-guide/10-steps-start-your-business
If your city or state has a government-run small business information center or equivalent, start with them. They’ll be able to tell you what your local jurisdiction needs that might not be covered in a national-level startup guide.
