You have done what you need to do which is file a claim with UPS. She cannot file the claim. Let her know you have filed the claim and have a picture of the delivered package.

Unfortunately there are stories of drivers taking the package after taking the picture.

She can attempt a chargeback but just keep the documentation and wait for UPS to finish the investigation.

Additionally those costs are business expenses.
