There was roadwork being done in front of the business and they hit a water main which has closed access to the parking lot of my business

Had this happen to me, they wont do anything
Most likely: scream into the void of an uncaring government.
They have a lot of protection, but take the details to a lawyer.
Probably better luck talking a local politician into helping make the situation better, whatever that situation is, than getting compensation.
